Animal cruelty charges dog a Davenport City Council candidate

A man running for an open seat on the Davenport City Council is facing animal neglect charges. LaMark Combs Junior wants to replace veterinarian Joe Seng who left the council after winning an Iowa House seat. Combs was cited for animal neglect after animal control officers say they found one of his dogs dead and another malnourished. Combs says the two rottweilers were not at his home, but at the home of the mother of his children. He says he paid someone to take care of them.
