An Oelwein man is charged with having a relationship with an underage girl. 24-year old Arthur Loyd is charged with third degree sexual abuse for allegedly having sex with a 14-year old girl numerous times at an Oelwein home. The girl has been referred to counseling and police say more charges are pending.
