President Bush sends his one-point-six trillion-dollar tax-cut proposal to a divided Congress today, under which he says every American will benefit. Iowa Senator Tom Harkin, a democrat, says he can’t support Bush’s plan, as it brings too much tax relief to the wealthy and not enough to the poor.Harkin says 77-percent of Iowans have an annual income less than 50-thousand dollars — that’s who he says the focus should be on. Harkin claims the Bush plan would offer 40-percent of the tax breaks to the top one-percent of income earners.
