Former President Clinton’s controversial last-minute pardons were the focus of a congressional committee hearing today in Washington. Iowa Senator Tom Harkin has been critical of Clinton’s long list of pardons, made during the final hours of his presidency, and Harkin says these hearings are needed.Harkin says no single person or institution should have absolute power under the U-S Constitution — that’s for dictators. Harkin says the hearings may lead to valuable suggestions for improving the pardon process.One of the people Clinton pardoned on his last day in office was Marc Rich. Now, New York state plans to sue the fugitive billionaire for income tax evasion. The state says Rich owes 137-million dollars in taxes from his days of operating two companies which admitted to taking part in illegal oil trading during the 1980s.
