An Oelwein man is accused of sexually abusing an 11-year-old girl. An Oelwein man has been arrested for allegedly sexually abusing an 11-year-old girl. Following a five month investigation, 37-year old Troylen Carrillo was arrested Friday and charged with three counts of indecent contact and one count of second degree sexual abuse.
