The Boone County Attorney has decided against filing criminal charges in the death of a 45-year-old patient at the state mental hospital in Woodward. “Woodward Resource Center” resident Larry Tielebein died March 18th while in restraints. Boone County Attorney Jim Robbins says after reviewing the D-C-I investigation and the investigation of the Boone County Sheriff, he felt he would not be able to prove it was a criminal act. The County Attorney says Tielebein attacked a staff member after becoming belligerent, so the staff put Tielebein face-down on the floor and secured his wrists to a waist belt, a device used before to restrain other patients. Robbins says other issues, like negligence and lack of proper staff training, should be pursued in civil suit. The Woodward facility is home to residents who are mentally retarded.
