A fatal shooting is under investigation in Waterloo. Just before 4 o’clock this morning, a shooting victim was found at a Waterloo apartment. The person died of a gunshot wound to the chest but no name was released. 22-year-old Farley Roe Junior of Waterloo was arrested on charges of involuntary manslaughter and possession of a firearm by a convicted felon.
