Northeast Iowa guidance counselor allowed to return to work

A northeast Iowa high school guidance counselor who quit last fall after being accused of molesting two students is being allowed to return to school. Stephen Regan reached a deal with the Elkader Central School District to allow his return in the 2002-03 school year after being put on administrative leave in February 2001. He resigned in November. The agreement kept him from accepting employment in a K-through-12 school prior to July 1st of 2002 and required him to have a psychological exam to determine if he’s capable of working in a school. His license is on probationary status.
