Waterloo police filed three felony charges against an Iowa City man who’s already in jail. 30-year-old David Willock was charged at the Black Hawk County jail with first-degree kidnapping, first-degree robbery, and first-degree burglary. The charges stem from an incident in which a woman and two children were assaulted after the woman’s home was broken into. Willock and another man are already facing charges for the alleged abduction of a Cedar Falls couple in October.
