Federal legislation that would encourage charitable giving by providing greater tax incentives is likely stalled for the rest of 2003 after a partisan standoff involving Iowa Senator Chuck Grassley, a Republican. Grassley says he tried to bring up the so-called CARE bill on Monday and got objections from Democrats. He says the bill’s future is now uncertain. He says the bill should come up next year, once debate over other bigger measures like the Energy and Medicare bills are complete. Grassley, who chairs the Senate Finance Committee, says Democrats were upset over what they claim is a lack of representation on certain key Congressional panels. Grassley says the CARE Act “expands our nation’s capacity to respond to the needs of its citizens who need help.” He says charitable giving has declined this year and the measure would “strengthen the work of charities in this country by providing greater incentives for giving to non-profits.”
