Waterloo voters have decided it’s time for a change. After 10 years of leading the city, incumbent mayor John Rooff was voted out of office. Black Hawk County Republican party leader Doug Miller and city councilman Tim Hurley were the top vote-getters in a five-candidate race, but neither got the 51-percent required to take office. Miller received 33 percent of the votes cast, and Hurley 28 percent. Rooff finished third with 25 percent. The five-term incumbent was trying to become Waterloo’s longest-serving mayor. Miller and Hurley will face each other in a runoff election on December 2nd.
