Authorities say a vehicle struck two people in the western Iowa town of Manning early Saturday morning, killing one of them. State troopers say a pickup driven by 17-year-old Nicholas Pelican of Manning hit both people as they stood next to a parked car on a residential street. 18-year-old Bart James Hinners of Manning was taken to a Carroll hospital where he was pronounced dead. 14-year-old Courtney Halbur of Manning was treated for her injuries in Manning. A condition report is unavailable. There is no word on any charges being filed against Pelican.
