The Upper Mississippi, Illinois and Missouri Rivers Association is lauding passage of federal legislation that will lead to improvements in the upper Mississippi. A federal spending bill includes one-point-two million dollars for a comprehensive flood control plan for the Mississippi River. More money — 13-and-a-half million dollars — will be used to upgrade locks and dams along the river, most of it for preliminary design work. The bill includes four-point-eight million dollars for repair of Lock and Dam 19 in Keokuk.
