Two Hamilton County men are facing charges of first-degree criminal mischief after the water was drained from the city watertower last August in the town of Williams. 51-year-old Dennis Frayne and 29-year-old Terry Anderson were charged this week in Hamilton County District Court. Frayne’s also running for mayor of Williams in the November 8 municipal election, making a bid for the seat being vacated by outgoing mayor Scott Cress. Witnesses say they saw Frayne and Anderson drain the Williams city tower during the overnight between August 10 and 20th. People in the whole town were without water for four to five hours the following day. Technicians restored water service and notified the DNR about the incident as a precaution. Frayne and Anderson will make a preliminary appearance in Hamilton County Magistrate Court in Webster City on October 11 on the criminal-mischief charge.
