An Oelwein teenager is facing charges for allegedly making numerous obscene phone calls to Department of Natural Resources officials. 19-year-old Zachary Welsh of Oelwein was arrested October 15th following a two-week investigation and a search of his residence. Welsh is accused of making over 64 sexually oriented phone calls to five female D-N-R officers in the state over a two-month period. Welsh is charged with 64 counts of harassment of a public official.
