Oelwein man sues saying he was mistreated during arrest

An Oelwein man serving prison time for drug offenses has filed a lawsuit against the city of Oelwein and the police department claiming officers used excessive force in his arrest.

Thirty-one-year-old Jason Annis was arrested on July 29th, 2004 after his sister told police that he was making meth in her garage. Annis claims that during the arrest, two officers forced him into a wall, then onto the floor, causing serious injuries. Annis also claims the police chief made false public statements to cover up the assault.

The suit says the city failed to complete an adequate investigation of the incident. Annis was sentenced to 235 months in prison after pleading guilty last year to manufacturing and attempting to manufacture meth, and being a felon in possession of a firearm.
