Authorities investigating the death of a Waterloo teenager now believe the girl was killed in a murder-for-hire plot. An Illinois grand jury has indicted 59-year-old David Damm and 57-year-old Bruce Burt on charges that the Waterloo men conspired to kill 13-year-old Donisha Hill.

The Waterloo teenager disappeared after she got off her school bus in October. Her body was found the next morning in a rural area of Jo Daviess County, Illinois – just east of Dubuque. Damm and Burt were arrested early last month on charges of first-degree murder and were extradited to Illinois, where authorities believe the crime took place.

Now, a Jo Davies County grand jury believes there is probable cause for prosecutors to pursue other charges related to Hill’s death. The grand jury added robbery, kidnapping, and conspiracy charges to the murder charges initially filed against Damm and Burt. Both men are scheduled to be arraigned on the additional charges today in Jo Daviess County Court.
