Investigators with the Iowa Department of Human Services have concluded that there was no abuse or neglect in the case of a child who was attacked and killed by two dogs in the northeast Iowa town of Hopkinton.

Two Rottweilers owned by three-year-old Vanessa Hussmann’s grandfather somehow got out of their kennel and attacked the girl on March fifth.

It’s believed the dogs may’ve dug under the kennel fence. The D.H.S. says in order to make a finding of abuse or neglect, assessors must conclude that a caretaker either caused abuse or failed to take reasonable action to prevent abuse to a child.

The Sheriff’s Department has already said no charges would be filed in the case. The two dogs were put to death.
