A state law enforcement official is finding himself in legal trouble. An Iowa police academy leader disciplined for sexually inappropriate remarks earlier this year left his previous job in Webster City after being accused of touching and bullying a female subordinate.

Records released this week show Michael Quinn resigned as the assistant city manager of Webster City in 1999. An employee complained that Quinn touched her and routinely made her feel inferior. A city memo says she claimed Quinn entered her office, grabbed her shoulders and “swiped” his hand across her buttocks.

Quinn did not disclose the allegations to the Iowa Law Enforcement Academy in Iowa City where he is now the assistant director. Quinn was barred earlier this year from teaching Violence Against Women classes after repeatedly making inappropriate workplace comments.
