Secretary of State Chet Culver says the budget cuts republican propose for his office are “penny-wise but pound foolish.” Culver, a democrat, says for every dollar that’s appropriated to his department, the state makes back a dollar-83 because of all the filing fees that’re collected. Culver’s office processes crucial business data, like documents of incorporation, and he says their turn-around time on those papers will stretch to a month because of all the worker layoffs.Culver’s staff has been cut 33 percent in the past year, and he’ll be forced to lay off even more people under the republican plan. Former Lieutenant Governor Arthur Neu of Carroll, a republican, has written a letter to legislators, urging them to re-think their cuts in the Secretary of State’s business division. Neu and Culver say the cuts will delay start-up businesses.House Republican Leader Christopher Rants of Sioux City dismisses the idea the cuts to Culver’s office are politically-motivated, but Rants complains that Culver’s using the office to advance his political career.
