Iowa’s Governor says it may be time for states to help bankroll insurancecompany efforts to develop new forms of crop insurance for farmers. Governor Tom Vilsack is hosting a National Governors AssociationAgricultural summit today in Ames.Vilsack says the current crop insurance program often penalizes farmers forbeing successful.A top Congressional Aide told those attending the Governors’ Associationmeeting that once crop insurance reform is passed, farmers who don’t buyinsurance will be out of luck during disasters, because the federalgovernment won’t bail ’em out.
