There would be no more free hand-outs of cigarettes, t-shirts or caps from tobacco companies under legislation approved yesterday by a House committee. Representative Mona Martin of Davenport, chairwoman of the House StateGovernment Committee, says the free stuff, including cigarettes and chew, is handed out to kids at events like rodeos, car races and concerts — in hopes to hooking them on tobacco. While voting for the bill, some representativessaid they were concerned about banning cigarette give-aways to adults who may legally smoke. Others say they worry the bill will prohibitcigarette-company sponsorships of sporting events, like the Winston Cup NASCAR series.
