Amendment vote turnout remains a mystery

Today’s referendum on two proposed amendments to Iowa’s constitution is sounique, experts are finding it difficult to predict the turn-out or theoutcome. Secretary of State Chet Culver is the commissioner of elections, and hepredicts between 15 and 20 percent will vote in today’s election. Culversays the state constitution has been amended 45 times, but many of thoseamendments undid previous amendments.Culver says in the history of our state, there have been just three times inwhich single-issue elections were held on constitutional amendments.Culver says 40 to 50-thousand absentee ballots were requested for thiselection.Culver says the election may cost as much as two-million dollars.
