President Clinton delivered a speech on education spending at the 96-year-old Davenport Central High School last night. Clinton said when he took office, the national debt kept him from taking on challenges like school improvements. Now, he says three years of budget surpluses should translate to more improvements in areas like education. He says the big questions before voters is “What are we going to do with our prosperity?”The President is urging Congress to approve his one-point-three billion dollar school modernization proposal. He says free societies tend to do nothing when times are good. Clinton says, “that would be a terrible mistake.”Iowa Congressman Jim Nussle, a republican, said Clinton’s visit to Iowa had more to do with helping Al Gore’s presidential campaign than education.
