Scott County Attorney Bill Davis is using a new state law to charge two men in a fatal boating accident on the Mississippi. 26-year old Coung Dee Nguyen — the boat owner — and 31-year old Coung Tan Ngo — the boat’s driver — face identical charges. The new law allows Davis to charge the men with operating a boat while under the influence of alcohol resulting in death. They’re also charged with manslaughter. Davis says he charged the boat’s owner on the theory that he aided and abetted the death because he was in the boat at the time of the accident. Another man who had been riding in the boat fell out last weekend. His body was recovered Monday.
