A central Iowa town has finally declared the winner in last week’s city council race.Van Meter had an open city council seat after the November 6th election ended in a tie between incumbent Sandra Von Ruden and challenger Bob Lacy. Both had 74 votes. The winner was decided this morning as both finalists’ names were put in a hat and the winning name was drawn out — Lacy.
