The highest-ranking state legislator has come up with a line to describe the painful decisions lawmakers must make to keep the state budget out of red ink.House Speaker Brent Siegrist, a republican from Council Bluffs, has dubbed the 2002 legislature the “kidney stone session: painful, but this too shall pass.”Lawmakers face the prospect of trimming at least 100-million dollars from the present year’s state budget, as well as making up to half-a-billion dollars in reductions in next year’s budget plan.
