A Charles City man who was scheduled to go on trial today (Wednesday) in connection with the murder of a former high school classmate has been declared unfit to stand trail — for a third time. Christopher North was ruled incompetent Tuesday after Judge Jon Stuart Scoles heard testimony from a psychiatrist regarding North’s mental health. North has been charged with first-degree murder and first-degree arson in the July 2003 death of Jason Kapping. North was found incompetent to stand trial in September of 2003 and March of 2004, but last October Scoles ruled North was competent and set his trial for this month. The ruling puts the trial on hold for now. North will be taken back to the Oakdale Medical Classification Facility where he will be held pending further developments in the case.
