Nearly three-hundred state government jobs have gone unfilled for a yearand one state legislator intends to penalize agencies which have failed tomake the hires. House Appropriations Committee Chairman David Millage, arepublican from Bettendorf, ordered the review of Branstad administrationhiring policies.He says Branstad administrators often stalled hiring in order to use thesalary money for other goverment operations. He says that violates thelegislative intent of the money.Millage is crafting a state budget which will reduce the budgets of agencieswhich employed the practice.
