Iowa’s new sexual predator law gets its first test today. The new law that took effect July 1st lets the state keep criminals deemedto be sexual predators locked up in treatment after their criminal sentenceis done. The first attempt to use the law begins today in Scott CountyDistrict Court. The Attorney General is asking that Elroy Morrow bedesignated a sexual predator. If the civil trial finds that Morrow is indeeda sexual predator, he then will be turned over to the Department of HumanServices and be kept in a special facility set aside for violent sexualoffenders. The court would then make an annual review of Morrow’s case todetermine if he has changed enough to be released. A spokesman in theAttorney General’s office says there are 10 other such cases set to moveforward in the coming months.
