Leaders of the Iowa Catholic Conference are raising “serious reservations”about two proposed amendments to the Iowa Constitution which go to a votetwo weeks from today.Tom Chapman is a spokesman for the Des Moines Catholic Diocese, one of fourin Iowa. He says the amendments would change the way the state legislaturemakes decisions about raising taxes and appropriating funds. Chapman fearsit would become too easy to lower taxes and too hard to raise them.In a world characterized by prosperity and poverty, Chapman says Catholicteaching proclaims a basic moral test is how our most vulnerable members arefaring. Chapman says the Constitutional changes could make it difficult forthe state to respond to the needs of Iowa’s “poor and vulnerable.”The vote on the two amendments is slated for June 29th.
