A bill which sets a few new rules for annexation fights has cleared an initial hurdle at the statehouse. The Senate Local Government Committee approved the bill, which forces cities and counties to draw up development plans. If cities and counties can’t agree, a state board would arbitrate. Senator Andy McKean, a republican from Anamosa, admits the bill doesn’t go as far as some annexation opponents wish, but it does give some additional protections to landowners.The bill passed on a nine to three vote and will next be considered by the full Senate.
