Two jail guards are on administrative leave in Scott County, charged with contributing to the delinquency of their inmates. Two correctional officers at the Scott County jail are on unpaid leave. Heidi Jungwirth and Sophia Ball, both of East Moline, are charged with furnishing controlled substances and contraband to inmates. The arrests follow an investigation. Sheriff Dennis Conard says his investigation started after allegations of improper and criminal conduct were brought against the officers. Conard says the arrests shouldn’t detract from the good work others do at the jail every day under trying conditions.
