An ex-county official from southwest Iowa is jailed on charges of ripping off the county coffers. Cumberland’s former city clerk was arrested yesterday for allegedly stealing over 24-thousand dollars from the city. 40-year-old Kim Bowers of Cumberland was arrested by agents with the Division of Criminal Investigation and by Cass County authorities. Bowers is charged with first degree theft, which carries a maximum penalty of ten years in prison and or a 10,000-dollar fine. Bowers was Cumberland’s city clerk from July of 1999 until December of 2001. She’s currently being held at the Cass County Jail on a 13,000-dollar bond.
