Iowa Congressman Jim Nussle — chairman of the House Budget Committee — says there’s a great deal of uncertainty surrounding development of the federal budget. He says they still have to govern and plan for homeland security and other things they face.Nussle says his goal is to return the federal government to in-the-black spending, but it won’t happen this year. There will be a deficit.President Bush this week asked Congress to spend more on education to help implement his “No Child Left Behind” law. Nussle says the new law is just six months old, and Congress needs to determine whether it’s working effectively and that may mean more dollars or spending shifts.
