Governor Vilsack is publicly stating his opposition to two proposedamendments to Iowa’s constitution. One would limit state spending to 99percent of tax revenues. The other would require a 60 percent vote in thelegislature to raise Iowa sales, use or income taxes.Vilsack doesn’t believe the arguments of amendment supporters who sayproperty taxes will be kept in check. He predicts in times of trouble,cash-strapped state legislators will pass along responsibilities to localgovernments which will be forced to raise property taxes.Vilsack supports a “people’s referendum” on state tax policy, lettingcitizens vote on sales and income tax increases.Vilsack has recorded radio commercials outlining his opinions on theamendments.
