The Cedar River is rising one-foot an hour in Charles City.Charles City pastor Mark Anderson is one of the many sandbaggers.Cities downstream are implementing emergency plans. Cedar Falls Mayor EdStachovic expects the wall of water to arrive on Friday.Jerry Schrader of Cedar Falls has lived along the Cedar River nearly all hislife. His home was flooded in 1961, and twice in 1993. Schrader expects tobe evacuated from his home in a few hours. The Army Corps of Engineers estimates the Cedar River will reach 22 feet inCedar Falls — a record flood level. Rick Ahlstrom, Cedar Falls deputydirector of police, is warning sightseers to stay away from water coveredstreets.
