An ex-county official in northeastern Iowa is facing charges of ripping off the county coffers.A former Dubuque County deputy recorder is charged with theft after being accused of embezzling from the Recorder’s office. An audit found 95-thousand dollars missing. 52-year-old James Powers was fired in May.
