The U-S House on Wednesday failed to overturn President Clinton’s veto of a bill designed to eliminate the so-called marriage penalty in the federal tax code. The override failed by 15 votes. Congressman Jim Nussle of Manchester voted to over-ride.Nussle, a republican, says the penalty is another way to contribute to wasteful government spending.Iowa’s four other congressmen also voted to override the veto — including democrat Leonard Boswell.
