An eastern Iowa doctor faces a disciplinary charge for alleged drug and alcohol abuse.The Iowa Board of Medical Examiners says Dr. Charles Pritchard of Bettendorf is accused of self-prescribing drugs, quote, “habitual intoxication, and the inability to practice medicine and surgery with reasonable skill and safety.” Pritchard closed his Bettendorf practice in July. He was placed on probation twice before — in 1987 and ’94 for deficiencies in his treatment of surgical patients and for providing substandard care. A disciplinary hearing is scheduled for November 13.
