The top man in a southeastern Iowa university is calling it quits. The president of William Penn University in Oskaloosa announced Tuesday he’s stepping down. Dr. Thomas Boyd will leave June 30th after nearly five years in the post. Boyd says he’s considering several options in higher education and in business. Thurman “Sam” Connell has been appointed as executive vice president during the transition.
