Governor Tom Vilsack rejects the idea of an independent review of the way the Department of Human Services handled allegations that five-year-old northern Iowa girl was abused and neglected. Vilsack himself reviewed the case file that contained four-year’s worth of complaints about Evelyn Miller’s living conditions with her single mother, Noel. Vilsack says he reviewed the file and did not find anything that would warrant an outside review. He also suggests there would be confidentiality concerns, too. But an independent group did review D-H-S procedures in another high-profile case — the 1999 death of a Spirit Lake toddler after several complaints that she was being abused by her mother’s live-in boyfriend. “In the Shelby Duis situation, we were looking inside the home (who) was responsible for doing terrible, terrible things to that poor child,” Vilsack says. “I don’t think that’s the case in this particular circumstance and situation. This is a criminal investigation (this is focusing) outside the home.” Vilsack made his comments on the Iowa Public Television program “Iowa Press.”
