The top democrat in Congress backs the idea of a negotiated settlement toend the bombing in Kosovo.Missouri Congressman Richard Gephardt, the House Minority Leader, says theNATO bombing campaign has apparently achieved the goal of halting Serbaggression.Gephardt cautions the deal’s not done, though, if Serb leader SlobodanMilosevic fails to pull his troops out of Kosovo.Gephardt was campaigning in Iowa on behalf of Vice President Gore yesterday.Gephardt conceeded the end to the Kosovo conflict would be good news forGore’s candidacy.Gephardt represents the St. Louis area in Congress.
