The Army Corps of Engineers would be barred from implementing its plan to radically alter the flow of the Missouri River, under an amendment offered this week by Iowa Congressman Tom Latham.Latham says this issue is vital to protect the interests of the river corridor’s economy and maintaining barge traffic, recreational boating traffic and power generation from the dams. Latham, a republican from Alexander, says the Corps -must- be stopped from putting its “Master Manual” plan into effect on the waterway. Latham says the Missouri’s flow would be dramatically increased downstream in the spring and cut to just a trickle during the summertime. He says it would be “detrimental to everyone below Gavins Point,” a development in South Dakota.
