A top school official from northern Iowa is accused of shoplifting. Dr. James Jess was arrested July 6th. He serves as superintendent on both the CAL (Coulter, Alexander, Latimer) and Dows school districts. He’s accused of trying to steal a U-S flag and a picture frame from a discount store in Clear Lake. Jess is slated to appear in court July 26th. Maximum penalty is for fifth-degree theft is 30 days in jail or a 100-dollar fine.
