State legislators are talking about an economic stimulus package, something that would provide some sort of boost in venture capital for entrepreneurs in Iowa. But the details are elusive. Representative Don Shoultz, a democrat from Waterloo, is in the midst of his ninth term in the Iowa House, and has seen some flops.Shoultz says none of the venture capital “schemes” the state has tried before really worked, but he says legislators want to keep trying.Shoultz says one major stumbling block has been that loaning state tax dollars to corporations violates the state constitution. Shoultz is the top-ranking democrat on the House Ways and Means tax-writing committee.
