Saying he’s “totally outraged,” Iowa Congressman Tom Latham is renewing his call for a complete overhaul of the Immigration and Naturalization Service. The I-N-S reportedly approved student visas of two of the terrorists who carried out the September 11th attacks.Latham says the I-N-S is the most dysfunctional agency in the federal government. He says the service is obviously trying to do too much and has spread itself too thin.Latham says the I-N-S contains a lot of “very dedicated employees who are locked in a system that just doesn’t work.”On Wednesday, President Bush ordered a full investigation of the I-N-S’ issuance of student visas to two of the hijackers.
