A Waterloo man is accused of stealing construction equipment, valued around 85-thousand dollars. 35-year-old Mark Downs is charged with two counts of first-degree theft and one count of second-degree theft. Police say Downs stole two enclosed trailers from a Cedar Falls construction site, along with several aluminum forms. Authorities say one trailer, taken on July 13th, contained about 20-thousand dollars worth of tools. The second trailer, taken October 9th, contained tools valued at around 60-thousand dollars. Police allege Downs drove to the construction site, hooked the trailers to his pickup, and hauled them away. The two trailers and a quantity of tools have been recovered.
