The Iowa Department of Public Safety says a Montrose man has been arrested and charged with conspiring to kill an Illinois man.
Thirty-three-year-old Michael Cain was charged with conspiracy to commit murder after he allegedly conspired with another person to murder a Rock Island, Illinois man who was involved with his ex girlfriend.
Cain was arrested in Montrose and is being held at the Lee County Jail.
